Introduction of the primary care system for hospital care is the implementation of the hospital network concept. The basic purpose of the law creating the The network is to distinguish healthcare providers who will be financed by public funding. Hospitals will be assigned to one of six levels of security, depending on the type and number of branches. The basic modification also applies to the method and principles of financing Diagnosis Related Groups will be replaced by flat rate financing, and the existing form of contract between the provider and the payer, the contract will only be complementary. In one of the three regulations of the Act, a separate group of benefits was also subject to separate financing. The reforms introduced modify the principles of the health care system by replacing the mechanisms of competition with planning. This can reduce the effectiveness and quality of health care. There are also no concrete indications that improvements could be made to improve accessibility, although the impact on health care will be decisive. The aim of the study was to analyze and evaluate the bill and its activities. The research method was systemic and decision analysis, and the material for analysis was: drafts, drafts of legal acts, official positions of system entities related to draft law.
